harassment of govt employee by his coolegues

i am serving in indian railways here my collegue (junior in cadre bur same in grade) creates problem in my functioning a new officer has join in july 2005 and he has some old family relations so he is thinking he can do anything which he wants always legpulling and backbiting. I have made compaints againt his behaviour but no effect
